Title: Directions Governing the Inspection of strollers and carriages Ch

MOEA on 18 December, 2017.
Content: 1. These Directions are stipulated for the purpose of inspection of strollers and carriages.

2. These Directions are applicable to strollers and carriages commodities.

3. The inspection of strollers and carriages commodities adopts a batch inspection or
registration of product certification (RPC) Scheme [type test (Mode2) + declaration of
conformity to type (Mode3)].

4. Inspection standard:
(1) CNS 12940 "Strollers and Carriages".
(2) CNS 4797 "Safety of Toys (General Requirements) ".
(3) CNS 4797-3 "Safety of Toys – Part 3: Safety Aspects Related to Mechanical and
Physical Properties".
(4) The plasticizers contents of strollers and carriages with toys: the inspection is
performed in accordance with CNS 15138-1 "Method of Test for Determination of Phthalates
Plasticizers in Plastic Products - Part 1: Gas Chromatography/Mass Spectrometry".
(5) "Labeling Criteria for Strollers and Carriages".

5. Inspection items:
(1) Size: in accordance with section 4 of CNS 12940 "Strollers and Carriages".
(2) Coating material: in accordance with section 5.1 of CNS 12940 "Strollers and Carriages".
(3) Flammability requirements: in accordance with section 5.2 of CNS 12940 "Strollers and
Carriages".
(4) Structural requirements: in accordance with section 6.1~6.8 of CNS 12940 "Strollers and
Carriages", including general requirements, pinch, protrusion, pedal, removable seat cushion,
brake device, seat belt & restraint system, and car lock device.
(5) Functional requirements: in accordance with section 7.1~7.8 of CNS 12940 "Strollers and
Carriages", including brake device, seat belt & restraint system, car stability, wheel safety,
car lock device, static durability, dynamic durability, and kerb mounting durability.
(6) Toys: the inspection of physical properties is performed in accordance with CNS 4797-3,
and the inspection of non-physical properties is performed in accordance with CNS 4797.
(7) Labeling in Chinese: all labeled text shall be in traditional Chinese, and the following
information Chinese mark shall be rectified in accordance with CNS 12940 "Strollers and Carriages"
and "Labeling Criteria for Strollers and Carriages".
a. Name and type of the product.
b. Date of manufacture(year).
c. Name, telephone number, address and business unified number of the manufacturer.If the product
is imported, the name, address, telephone number and business unified number of the agent,
importer or dealer and the name, address and country of the original manufacturer shall be marked.
d. Applicable age (unit: month) and maximum weight (under 15 kg).
e. Main ingredients or materials.
f. Instructions (the user’s guide may be printed separately).
g. Notice and emergency procedures.
h. If the commodities are at risk of harming the user’s safety or health, a warming sign or a
special warning sign shall be marked.
(8) The items stipulated in the preceding paragraph shall be affixed to the body of the commodities
in a prominent place using a durable fixed label.
(9) The size of “Warning” stipulated in Point 8 of Paragraph 7 shall be at least 5 mm × 5 mm and
the size of other texts shall be at least 2.5 mm × 2.5 mm.
(10) Commodity Inspection Mark: the mark shall be affixed to the body of the product in a prominent
place.

6. The relevant regulations for batch inspection:
(1) Before the commodities are imported to or sold in Taiwan, the obligatory inspection applicant
shall submit an application form to the inspection authority within the jurisdiction of the port
where the commodities arrive or the location where the commodities are manufactured to apply for
inspection and issuance of the commodity inspection mark C imprinted by the Bureau of Standards,
Metrology and Inspection (hereinafter referred to as the BSMI). If the obligatory inspection
applicant fails to fill in the application form in accordance with the regulations, the inspection
authority will not accept its application for inspection.
(2) Strollers and carriages go with toys, strollers and carriages and toys can be combined for
inspection application, and the name of the product in the application form shall be strollers and
carriages (including toys).For items that are complied with the requirements, only one commodity
inspection mark will be attached to the strollers and carriages.
(3) During the application process, shall ensure that commodities with “the same obligatory
inspection applicant”and “the same type” that are in the same batch. The same type mentioned here
is defined in Item 1, Paragraph 1 of Point 7.
(4) For strollers and carriages of the same type, two samples are taken. Strollers and carriages go
with toys, one sample of the toys shall be taken as well. After sampling, the inspection items of
coating material are inspected by the inspection authority, and the other inspection items are
inspected by the Taichung branch of the BSMI. Strollers and carriages go with toys, the inspection
items of coating material and chemical property of toys are inspected by the inspection authority,
and the other inspection items and physical properties of toys are inspected by the Taichung branch
of the BSMI.
(5) The coating materials of strollers and carriages shall be inspected in accordance with the
following regulations:
a. When the obligatory inspection applicants have made applications for commodities of the same
place of origin, and same manufacturing premises and these commodities comply with the requirements
for 2 consecutive batches within one year before the promulgation of the Regulations, they are
entitled to the procedure of random-selected batch inspection; that “these commodities comply
with the requirements for 2 consecutive batches” mentioned in the preceding paragraph may be trace
back to the records within one year.
b. Random-selected batch inspection is one of every 20 batches shall be randomly selected for
inspection, the sampled batch shall be inspected  in accordance with Paragraph 2 of Point 5.
c. The general inspection may be performed at any time, if the quality of the product is found or
known to be suspicious or there are concerns about safety.
(6) The term for sampling inspection: 7 working days after sampling.

7. The relevant regulations for type test:
(1) Principle of type identification:
a. Same type: Strollers and carriages with the same structure (including the brake device).
b. Main type: Strollers and carriages with the most accessories (dinner plate, tray, cushion, rain
cover, and basket etc.,) among products from the same type. When there are multiple types with the
most accessories in the same type, one of these types shall be the main type.
c. Series of type: refers to products selected as the main type among products from the same type.
(2) Inspection authority of handle type test: Taichung Branch of the BSMI.
(3) Inspection agency: Taichung Branch of the BSMI.
(4) Inspection items: Commodities of every main type shall be inspected in accordance with
Paragraphs 1~5 of Point 5. The toys shall be inspected in accordance with Paragraphs 6 of Point 5.
Commodities of every series of type shall be inspected in accordance with Paragraphs 4 of Point 5.
Seat cushions made of the same material with different colors or patterns are considered to be the
same type and need no additional inspection.
(5) The type-test applicant shall submit three copies of the following technical documents and
samples to Inspection authority of handle type test:
a. The type classification table of strollers and carriages.
b. Color photo of strollers and carriages (the front, back, side photos in 4 inches × 6 inches
shall be attached).
c. Catalog of strollers and carriages.
d. Specimen of Chinese label.
e. User’s Guide.
f. Production description, including the list of parts (name, size, specifications, and materials)
and the image or photo of parts.
g. Sample: Two samples of each stroller and carriage of the main type and series of type shall be
attached. Additional samples may be requested by the inspection authority if necessary.
(6) Type-test fees: shall be collected in accordance with the fee charging standards from the
inspectors.

8. The relevant regulations for the registration of product certification:
(1) For commodities subject to the registration of certification, the obligatory inspection
applicant shall obtain a registration certificate before commodities is domestically produced and
imported, and shall still comply with the inspection requirements before being marketed.
(2) The application for the issue of the registration of product certification:After an application
procedures for type-test report in accordance with Point 7, then submitting a copy of the
registration document of the company, business, factory or other equivalent establishment
registration documents of the applicant, conformity assessment documents(The declaration of
conformity-to-type), and the documents stipulated in Paragraph 5 of Point 7 to the BSMI.
(3) Terms for Registration of Product Certification: 14 working days after the inspection authority
has granted the application of registration of product certification (excluding the waiting time for
re-submitted documents or samples). For those which contain random testing samples, the term is 7
working days after the arrival of samples.
(4)Once obtained the certificate of the registration of product certification , the applicant shall
print the Commodity Inspection Mark, the Commodity Inspection Mark is composed of the image and the
identification number (the Roman letter “R” followed by a designated code). The identification
code shall be close to the image on the right or below.

(5) Any amendment for the scope of product certification shall be reported to the inspection
authority for an amendment and for a certification replacement.
