Permits, they shall proceed in accordance with the provisions of this Act, taking into account local
operational regulations on total quantity control of sand and gravel excavation.
The operational regulations for total quantity control of sand and gravel excavation referred to in the
preceding paragraph shall be prescribed by the Central Competent Authority.
Article 6
The validity period of a Sand and Gravel Excavation Permit for river and water-area sand and gravel
shall not exceed three years, and no extension shall be granted upon expiration.
The validity period of a Sand and Gravel Excavation Permit for land-based sand and gravel, or
coastal and sea sand and gravel, shall not exceed ten years; the same limit applies to each extension
applied for upon expiration.
Article 7
The area applied for shall not exceed twenty hectares for river and water-area sand and gravel
excavation, and shall not exceed one hundred hectares for each of coastal and sea sand and gravel
excavation and land-based sand and gravel excavation.
A sand and gravel excavation area shall be limited to the space extending vertically downward from
its boundary line on the ground surface to the approved excavation depth. The relevant standards for
excavation depth shall be prescribed and publicly announced jointly by the Central Competent
Authority and the relevant authorities.
Article 7-1
To meet the needs of public works and economic development, the Competent Authority may select
locations and designate special zones for sand and gravel excavation after conducting a joint on-site
investigation with the water, fisheries, soil and water conservation, transportation, environmental
protection, land use and management, and other relevant authorities and obtaining their consent.
