1. In order to recognize and manage designated testing laboratories that conduct mechanical
commodities tests and to ensure the testing competence of such designated testing laboratories, the
Bureau of Standards, Metrology and Inspection, Ministry of Economic Affairs (hereinafter referred
to as the “BSMI”), has established these Directions.
2. These Directions apply to designated testing laboratories that conduct tests of mechanical
commodities subject to inspection.
3. The assessment, re-assessment for extension or surveillance of designated testing laboratories
shall be performed in accordance with the requirements of CNS 17025 or ISO/IEC 17025. Where
these Directions set out special requirements, the assessment shall also be performed in accordance
with these Directions.
4. The authorized signatory designated by a designated testing laboratory shall be responsible for
supervising the test reports signed by the authorized signatory and related activities.
Personnel responsible for ensuring technical validity, authorized signatories, and testing personnel
of domestic designated testing laboratories for fire doors of buildings shall, beginning on 1 January
2027, participate annually in relevant training courses organized by the BSMI or training
organizations registered with the BSMI, pass the examination, and obtain certificates of
qualification. However, this requirement shall not apply if the BSMI or any training organization
registered with the BSMI does not organize any such training courses during the relevant year.
5. A designated testing laboratory shall retain the records of internal audits and management reviews
that have been conducted when making the application.
6. A designated testing laboratory shall have appropriate protection facilities to ensure the safety of
the testing personnel.
7. A designated testing laboratory shall have the required testing equipment to conduct tests
according to the inspection standards or technical criteria for the applicable testing category. This
clause shall not be applicable to testing equipment that a written approval from the BSMI is
obtained to be exempted from this requirement.
A designated testing laboratory for fire doors of buildings shall possess the following equipment:
(1) The temperate recording equipment for testing furnace thermocouples and non-mobile
unexposed face thermocouples shall be capable of recording data at least 2 second intervals.
(2) The laboratory shall extra possess a set of temperature recording equipment whose recording file
shall be read-only to record at least a point of temperature located near the geometric center of the
temperature measurement surface in testing furnace, and the temperature measurement point should
be same as the temperature measurement point of testing furnace in test report.
8. Test records shall follow the inspection standards or technical criteria against which the test is
performed, and shall be retained for at least 8 years.
The original test records shall be recorded in a manner that the content is not easy to be altered. Any
changes or modifications made to the test records shall be conformed through an appropriate
procedure.
Test records of fire doors of buildings shall include the videos of the entire fire resistance test
process and the videos or photos of the detailed examination of the test specimen process.
9. A test report shall completely reflect the requirements of the inspection standards or technical
criteria against which the test is performed. It shall also include the technical documents that could
identify the appearance, type, characteristics or specifications of the product.
