Content: 1. The Ministry of Economic Affairs hereby establishes these Directions in accordance with the 
provisions of Article 8 of the Regulations on the Work Eligibility, Permission and Administration of 
Skilled Foreign Workers (hereinafter referred to as the “Regulations”) to assist the Ministry of 
Labor in handling applications submitted by the manufacturing industry (hereinafter referred to as 
the “Applicant”) for recognition of the qualifications (training or practice) of foreign skilled workers 
undertaking manufacturing skilled work.

2. The term “manufacturing skilled work” as used in these Directions refers to engaging in product 
manufacturing skills, the operation of machinery and equipment, and assembly work at designated 
manufacturing process factories as stipulated in Subparagraph 3, Article 5 of the Regulations.

3. The enforcement authority for these Directions is the Industrial Development Administration, 
Ministry of Economic Affairs (hereinafter referred to as the “Administration”).

4. Only Applicants approved by the Administration as belonging to manufacturing industries with 
specified processes and industry classifications recognized under Paragraph 1, Article 15 of the 
Regulations are eligible to apply for recognition of the qualifications (training or practice) of foreign 
skilled workers undertaking manufacturing skilled work.
Foreign nationals employed to undertake manufacturing skilled work are required to meet at least 
one of the following educational and professional qualifications stipulated in Paragraph 2, Article 6 
of the Regulations.
(1) Employed to engage in work detailed in Subparagraphs 8 to 10, Paragraph 1, Article 46 of the 
Employment Service Act, and who meet any of the following conditions:
a. Individuals currently employed in such work, with continuous employment of 6 years or more, or 
employed by the same employer for a cumulative period of 6 years or more.
b. Individuals previously employed in such work for a cumulative period of 6 years or more, who 
after leaving Taiwan returned to work in the country and have cumulative employment of 11 years 
and 6 months or more.
c. Individuals previously employed in such work for a cumulative 11 years and 6 months or more 
who have already left Taiwan.
(2) Foreign students, overseas Chinese students, or other ethnic Chinese students who have obtained 
an associate degree or higher from a college or university in Taiwan.

5. To apply, the Applicant shall submit the following documents to the Administration:
(1) Application Form for Recognition of the Qualifications (Training or Practice) of Foreign Skilled 
Workers Undertaking Manufacturing Skilled Work.
(2) Photocopy of the foreign national’s passport.
(3) List of Required Competencies for Foreign Skilled Workers Undertaking Manufacturing Skilled 
Work: Depending on the application type, the Applicant shall submit a list documenting training 
course completion or a list of accredited practical skills. Applications for recognition of accredited 
practical skills must include a video demonstrating the foreign national’s practical skill 
competencies. Other supporting documentation, if applicable, should also be submitted together 
with the application.
(4) Notice of Collection of Personal Data and Personal Data Consent Form.

6. If the submitted application documents are incomplete, the Applicant will be notified to make 
corrections within 1 month from the day following the receipt of notification; if the Applicant fails 
to make corrections before the deadline, or if the documents are still incomplete after being 
corrected, the qualifications may not be recognized.

7. If the submitted application documents are complete, the Administration will review the 
qualifications (training or practice) of the foreign skilled worker undertaking manufacturing skilled 
work. The following items will be reviewed:
(1) Training course completion: Review of the industrial upgrading and transformation training 
course completion certificates obtained by the foreign national. The cumulative training hours must 
reach 80 hours or higher.
(2) Accredited practical skills: Review of the foreign national’s competencies for undertaking 
manufacturing skilled work. In addition to evaluating the video of the foreign national’s practical 
skills, the review also adopts the method of on-site assessment by experts. The Applicant shall 
coordinate the on-site assessment within 2 weeks from the day following the notification date 
thereof; this period may be extended if necessary; however, the assessment must be conducted 
within 1 month from the day following the date on which the Applicant was notified thereof.
The results of the application review in the preceding paragraph will be sent to a joint review 
committee for confirmation, after which a recognition letter will be issued.

8. The joint review committee is convened by the Director General of the Administration or their 
designated personnel, and comprises representatives of the Administration’s relevant business 
divisions as well as experts.

9. The application review will be completed within 2 months from the day following the submission 
date of all completed documents; this period may be extended by 2 months if necessary, and is 
limited to one such extension.
