1. These Directions are stipulated by the Bureau of Standards, Metrology and Inspection of the
Ministry of Economic Affairs (hereinafter referred to as the BSMI) for the conduction of type
approval of electrical and electronic commodities.
2. The terms used by these Directions are defined as follows:
(1) Commodities that are large in size: commodities that are bulky and inconvenient to transport.
(2) Complex commodities: commodities that require professional personnel to complete the
installation or operation.
(3) Commodities of small quantities: commodities that are produced in small quantities subject to
special designation by customers.
3. The technical documents to be submitted for an application for type approval of a commodity are
as follows:
(1) Electrical safety specifications:
a. User manual and product specifications in Chinese.
b. Color photographs (4X6 or larger), showing the external appearance, internal structure and
essential components of the product. Where necessary, photographs of the external appearance may
be replaced by product catalogues.
c. Certificates, factory reports, or specifications of essential components.
d. Circuit diagrams, wiring diagrams, or printed circuit board layout of the product.
e. List of specifications of essential components or materials.
(2) Electromagnetic compatibility:
a. User manual and product specifications in Chinese.
b. Color photographs (4X6 or larger), showing the external appearance and internal structure of the
product. Where necessary, photographs of the external appearance may be replaced by product
catalogues.
c. Circuit Block Diagram.
d. List of countermeasure components and interference sources.
(3) Digital receiving function:
a. User manual and product specifications in Chinese.
b. Color photographs (4X6 or larger), showing the external appearance, internal structure and
decoding IC of the product. Where necessary, photographs of the external appearance may be
replaced by product catalogues.
c. Circuit Block Diagram.
d. The part number and manufacturer name of the MPEG decoding IC.
(4) Cybersecurity Requirements:
a. User manual and product specifications in Chinese.
b. Color photographs (4X6 or larger), showing the external appearance and internal structure of the
product. Where necessary, photographs of the external appearance may be replaced by product
catalogues.
c. Certificates, factory test reports, or specifications for cybersecurity-related critical software and
hardware components (such as active ICs, communication chips, communication modules, etc.).
d. Functional block diagrams of the cybersecurity-related hardware structure (including active ICs,
communication chips, communication modules) and functional block diagrams or hierarchical
diagrams of the relevant software.
e. A Software Bill of Materials (SBOM) for cybersecurity- and information and ICT-related
software, together with a list of the specifications and composition of critical hardware components
or materials.
f. A cybersecurity self-assessment checklist.
(5) Other documents designated by the BSMI as required for inspection.
The technical documents specified in Item 1 of Subparagraph (1), Item 1 of Subparagraph (2), Item
1 of Subparagraph (3), and Item 1 of Subparagraph (4) of the preceding Paragraph may be provided
in English upon approval by the BSMI.
For commodities that have been announced by the BSMI for the self-printing of the commodity
inspection mark for type approval, the style and location description of the self-printed commodity
inspection mark for type approval shall be provided.
Applications for type approval of Electric Vehicle Charging Equipment, Power Conversion Systems,
Photovoltaic Inverters, and Stationary Lithium Battery Storage Appliances shall, from January 1,
2028, be accompanied by the technical documents specified in Subparagraph (4) of Paragraph 1.
4. The type test of a commodity may be conducted in accordance with the following requirements:
(1) For commodities that are large in size or complex, the testing may be conducted at the site by a
designated testing laboratory.
(2) For the testing of commodities mentioned in the preceding Subparagraph where the relevant
peripheral facilities required for the testing cannot be obtained domestically, or for the testing of
commodities of small quantities, the manufacturer may apply to the BSMI to conduct supervised
testing at a foreign testing laboratory.
5. Applications for conducting supervised testing at a foreign testing laboratory in accordance with
Subparagraph (2) of the preceding Clause shall be made according to the following procedures:
(1) The manufacturer shall apply by filling out an application form and submitting the testing
equipment and calibration data of the foreign testing laboratory, and where necessary, the calibration
data of the testing site.
(2) The BSMI may invite the applicant manufacturer to negotiate the method of implementation.
6. The term of validity of the type approval certificate for electrical and electronic commodities
shall be in principle three years.
7. When the BSMI or its branches (hereinafter referred to as the inspection authority) review the
reapplications for type approval, application for series approval, or application for permission, they
may ask the applicant to provide relevant proving documents, technical documents, or test reports.
8. The certificate holder of the type approval may apply for type approval of a serial commodity,
which shall be handled in the following manner:
(1) A type test report or proving document for the serial commodity indicating the differences
between the serial commodity and the original type must first be obtained.
(2) To apply for type approval of a serial commodity, an application form shall be filled out and
submitted to the inspection authority along with a copy of the original type approval certificate, the
type test report or proving document of the serial commodity, and relevant technical documents.
9. For commodities that have been granted type approval, except for information technology
commodities and commodities subject only to electromagnetic compatibility inspection, which are
subject to random examination at a possibility rate of one twentieth per batch, the remaining
commodities are subject to sampling inspection at a possibility rate of one tenth per batch. However,
upon the first declaration for inspection of a type-approved commodity, the inspection authority
may conduct sampling inspection and verify that the commodity markings, internal construction,
and components conform to those specified in the original type test report.
For the batches not sampled, a document review shall be adopted to simplify inspection procedures;
if the document review fails to comply, a random examination or sampling inspection may be
implemented.
For commodities of the same type that did not pass the sampling inspection, the simplified
inspection procedures in Paragraph 1 may be resumed after two consecutive batches have been filed
for inspection and both have passed the sampling inspection.
If a report is received or information is obtained from relevant channels, and there are doubts about
the consistency of conformity with the inspection standards of the commodity that has been filed for
inspection, then a sampling inspection may be conducted directly.
10. For cases filed for inspection that are granted prior release according to regulations without yet
obtaining type approval, a sampling inspection shall be directly conducted after the type approval
certificate of the commodity is obtained, to verify whether the commodity marking, internal
structure, and components are consistent with the original type test samples.
