1. These Operation Directions are stipulated by the Bureau of Standards, Metrology and Inspection
(BSMI) for implementing the inspection of Household Polyvinyl Chloride Gloves.
2. Scope of inspection: Household polyvinyl chloride gloves (limited to lined gloves not marked for
non-household use, excluding disposable gloves).
3. Inspection scheme: Declaration of Conformity (DoC).
4. Inspection standard: In accordance with CNS 6632 Household polyvinyl chloride gloves.
5. Inspection items:
(1) Test the "plasticizer content" in accordance with Sections 3.8 and 6.8 of CNS 6632 (or CNS
15138-1 Method of test for determination of phthalates plasticizers in plastic products - Part 1: Gas
chromatography/mass spectrometry) and check the "Chinese labeling" (each minimum package) in
accordance with Section 7 of CNS 6632.
(2) Check of the commodity name as well as the name and address of the obligatory inspection
applicant in accordance with the Commodity Inspection Act.
6. The obligatory inspection applicant shall have the following documents in place when submitting
the declaration of conformity:
(1) Type Test Report.
(2) Type Classification Table of products (Appendix).
7. The relevant requirements for applying for the type test report in Clauses 6(1):
(1) The applicant shall submit the documents specified in Clause 6(1), traditional Chinese label and
product samples, and apply to BSMI designated testing laboratories.
(2) Principles of Type Determination Product Types
a. Same type: Commodities of the same place of origin and same manufacturer.
b. Main type: Among products of the same type, any nominal size shall be selected as the main type.
c. Series type: Commodities of the same type other than the main type, with different nominal size.
(3) Inspection Principles: Commodities of main type and each series type should be inspected.
(4) Sampled items: In accordance with in Clauses 5.
(5) Numbers of Samples: At least one pair.
(6) Places of type test: BSMI designated testing laboratories.
8. The declaration of conformity shall take effect after the obligatory inspection applicant is
registered with the BSMI. The registration method is as follows:
(1) Visit the BSMI Operation System for Declaration of Conformity.
(2) After having uploaded the type test report number and relevant information (excluding
two-dimensional barcode) about the obligatory inspection applicant, the system will automatically
generate a declaration of conformity. Registration shall be completed upon printing and signing the
hard copy of the Declaration of Conformity generated by the system.
9. Commodity Inspection Mark:
(1) An applicant is permitted to print the Commodity Inspection Mark, which consists of a diagram
and an identification number (including two-dimensional barcode) and QR Code, on its own. The
identification number shall be placed below or to the right of the diagram.
Example:
(2) An application for the designated code mentioned in the preceding paragraph can be made to the
BSMI or BSMI branches (hereinafter referred to as the inspection authority) in person, or through
the BSMI Operation System for Declaration of Conformity.
(3) The QR code is generated automatically by the system when the applicant enters the specified
code (excluding the two-dimensional barcode) and selects the product category in the QR code
application system of this Bureau.
10.For products for which a Declaration of Conformity has been signed, if additional types, models
or specifications are added to the Product Type Classification Table, the applicant shall submit the
original Product Type Classification Table, the revised Product Type Classification Table, and
samples to the designated testing laboratory to apply for a change in the type test report. Sampled
items must be inspected for the newly added types.
11.The obligatory inspection applicant shall retain the Declaration of Conformity and relevant
technical documents for an additional 5 years after the products are no longer manufactured or
imported.
12. The Declaration of Conformity shall be kept by the obligatory inspection applicant. If deemed
necessary, it shall be presented within 24 hours upon market checks performed by the Inspection
Authority. The relevant technical documents shall be submitted to the Inspection Authority within
10 working days.
