Content: 1、The Ministry of Economic Affairs (hereinafter referred to as “the Ministry”) hereby promulgates 
these Directions for the purpose of assisting foreign nationals to enter Taiwan under a flexible entry 
mechanism to attend international conferences and exhibitions.

2、The implementation of these Directions shall be administered by the International Trade 
Administration of the Ministry (hereinafter referred to as the “Trade Administration”).

3、For the purposes of these Directions, “foreign nationals” shall mean individuals invited to attend 
international conferences and exhibitions, including personnel and exhibiting enterprises.

4、For the purposes of these Directions, “international conferences” shall mean conferences 
organized, co-organized, or sponsored by the Ministry and meeting one of the following conditions:
(1)Conferences attended by participants from three (3) or more countries or regions, with a total 
attendance of fifty (50) or more persons, of whom at least thirty (30) are foreign nationals.
(2)Corporate meetings held by enterprises meeting one of the following criteria:
a.Total assets of not less than USD 1 billion in the year preceding the application.
b.Establishment of an operational headquarters within the territory of the Republic of China (Taiwan) 
in compliance with the relevant provisions of the Industrial Innovation Statute.
c.Employment of one hundred (100) or more domestic employees.
d.Annual domestic net operating revenue of not less than NT$500 million.
e.Annual regional operating revenue of not less than NT$1 billion.
f.Overseas Taiwanese businesses recognized by the Ministry or overseas missions of the Ministry of 
Foreign Affairs, whose foreign employees attend corporate meetings or training programs in 
Taiwan.
(3)Conferences subsidized under programs that promote the hosting of international conferences 
and exhibitions in Taiwan.
(4)Other international or corporate conferences approved on a case-by-case basis by the Ministry.

5、For the purposes of these Directions, “international exhibitions” shall mean exhibitions organized, 
co-organized, or sponsored by the Ministry and meeting one of the following conditions:
(1)Trade exhibitions in which foreign exhibitors directly participating account for ten percent (10%) 
or more of the total number of exhibitors, or which include exhibitors from six (6) or more countries 
or regions. In calculating the number of foreign exhibitors directly participating, agents shall be 
excluded.
(2)Exhibitions subsidized under programs that promote the hosting of international conferences and 
exhibitions in Taiwan, or under programs that enhance the international competitiveness of Taiwan’s 
exhibition industry.
(3)Other international exhibitions approved on a case-by-case basis by the Ministry.

6、When a foreign national applies for flexible entry and, upon written review by the Trade 
Administration, is found to meet the basic eligibility requirements and is subsequently approved by 
the Bureau of Consular Affairs of the Ministry of Foreign Affairs, entry may be implemented by 
applying online for an electronic visa.

7、When a foreign national applies for flexible entry, the domestic organizing entity in Taiwan shall 
submit the following documents:
(1)Ministry of Economic Affairs Application Form for Flexible Entry of Foreign Nationals Invited 
to Taiwan to Attend International Conferences and Exhibitions (Appendix 1).
(2)List of foreign nationals invited to Taiwan to attend conferences or events who will apply to the 
Bureau of Consular Affairs of the Ministry of Foreign Affairs for an electronic visa (Appendix 2).
(3)One (1) photocopy of the biographical information page (the BIO page) of the foreign national’s 
passport.
(4)Relevant supporting documents of the domestic organizing entity in Taiwan.
(5)Declaration of Undertaking (Appendix 3).
The supporting documents referred to in Subparagraph 4 of the preceding paragraph are as follows:
(1)When the organizing entity is a company, a certificate of company registration shall be submitted; 
when it is another juridical person, a copy of the approval document issued by the competent 
authority for its establishment shall be submitted.
(2)Enterprises applying pursuant to Item 1, Subparagraph 2 of Article 4 shall submit the balance 
sheet for the preceding fiscal year.
(3)Enterprises applying pursuant to Item 2, Subparagraph 2 of Article 4 shall submit a certification 
letter on the scope of operation of the operational headquarters issued by the Industrial 
Development Administration of the Ministry.
(4)Enterprises applying pursuant to Item 3, Subparagraph 2 of Article 4 shall submit supporting 
documentation indicating the number of domestic employees.
(5)Enterprises applying pursuant to Item 4, Subparagraph 2 of Article 4 shall submit the profit and 
loss statement for the preceding fiscal year or the business tax return.
(6)Enterprises applying pursuant to Item 5, Subparagraph 2 of Article 4 shall submit a summary 
statement about total operating revenue for the preceding fiscal year.
(7)Enterprises applying pursuant to Item 6, Subparagraph 2 of Article 4 shall submit a letter of 
recommendation issued by the overseas mission.

8、The domestic organizing entity in Taiwan shall submit the application to the Trade Administration 
no later than one (1) month prior to the scheduled arrival of the foreign national in Taiwan. The 
Trade Administration may, as necessary, convene relevant authorities to conduct a joint review and 
shall notify the domestic organizing entity of the review results.
When an application is determined upon review to meet the basic eligibility requirements, the Trade 
Administration shall forward the relevant documentation to the Bureau of Consular Affairs of the 
Ministry of Foreign Affairs. Upon approval, the Bureau of Consular Affairs shall issue to the 
domestic organizing entity, by electronic mail, an electronic visa authorization code (Ecode) and its 
period of validation.
The operational flowchart for foreign nationals entering Taiwan to attend international conferences 
and exhibitions is set forth in Appendix 4.

9、Foreign nationals approved to apply for an electronic visa shall comply with the following 
requirements prior to entry:
(1)No later than seven (7) working days prior to arrival in Taiwan, the applicant shall use the valid 
electronic visa authorization code (Ecode) to apply for an electronic visa via the official website of 
the Bureau of Consular Affairs(https://visawebapp.boca.gov.tw/BOCA_EVISA/) and shall 
complete the application process by paying the prescribed fee online by credit card.
(2)Upon approval of the application, the applicant shall receive an email notification of the review 
result and a link to print the electronic visa. At the time of check-in for boarding, the applicant shall 
present a printed copy of the electronic visa and the official English invitation letter issued by the 
organizing entity.
(3)The passport held by the applicant shall have a remaining validity of not less than six (6) months 
at the time of entry.

10、When a foreign national applies for flexible entry, the domestic organizing entity shall verify the 
identity and status of such foreign national. If, after entry, the foreign national violates the laws and 
regulations of the Republic of China (Taiwan), overstays, or engages in activities inconsistent with 
the stated purpose of the visa, the domestic organizing entity shall actively notify the Bureau of 
Consular Affairs of the Ministry of Foreign Affairs and the relevant police and immigration 
authorities for investigation and handling.
