1. These Operation Directions are stipulated by the Bureau of Standards, Metrology and Inspection
(BSMI) for implementing the inspection of plastic puzzle ground mats(hereinafter referred to as
ground mat).
2. Inspection scheme: Declaration of Conformity (DoC).
3. The obligatory inspection applicant shall have the following documents in place when submitting
the declaration of conformity:
(1) Type Test Report.
(2) Type Classification Table of Products (Appendix).
4. The relevant requirements for applying for the type test report specified in Clause 3(1):
(1) The applicant shall submit the documents specified in Clauses 3.(2) and apply to a
BSMI-designated testing laboratory.
(2) Principles of Type Determination
a. Ground mats of the same place of origin, same manufacturer and same major
components/ingredients or materials shall be considered the same type .
b. A declaration of conformity may cover only one type of ground mats, and each model or
specification of ground mat within the same type shall be declared individually.
(3) Inspection standard: CNS 15493:2015 “Safety requirements of plastic puzzle ground mat.”
(4) Chinese Labeling:
a. Requirements stated in Article 6 of Commodity Labeling Act and Section 8 of CNS 15493
requirements, each minimum package shall be labeled with the following items for CNS 15493:
(a) Dimensions (thickness, width, length),
(b) Manufacture date,
(c) the period of validity.,
(d) Warning “Non-food products, do not lick” or similar wording,
(e) Model or Specification.
b. Requirements under Article 11 of the Commodity Inspection Act: the product name, and the name
and address of the obligatory inspection applicant, shall be indicated on the product itself, its
packaging, labels, or user manual.
(5) Commodity Inspection Mark: The mark shall be printed by the obligatory inspection applicant in
accordance with the “Regulations Governing the Use of Commodity Inspection Mark” and affixed
on the product itself or in a prominent place on the smallest package.
(6) Selection of test items, type test items, number of samples and type test fee:
a. If the total number of items in the type classification list is fewer than five, the designated
testing laboratory shall select one test item. If the total number of items exceeds five, one additional
test item shall be selected for every additional five items.
b. Type test items: Migration of certain elements, plasticizers, and formamide, as specified in CNS
15493; and Chinese labeling and the Commodity Inspection Mark.
c. Samples required: at least one piece
d. Type Test Fees: the fee shall be charged in accordance with the fee schedule of the designated
testing laboratory.
5. Commodity Inspection Mark:
(1) An applicant is permitted to print the Commodity Inspection Mark, which consists of a diagram
and an identification number (including the letter 'D' and a designated code) and QR Code, on their
own. The identification number shall be placed below or to the right of the diagram.
(2) Application for the designated code mentioned in the preceding paragraph can be made to the
BSMI or BSMI branches (hereinafter referred to as the inspection authority) in person, or through
the BSMI Operation System for Declaration of Conformity.
(3) The QR Code shall be generated automatically by the obligatory inspection applicant by entering
the specified code and selecting the product category in the BSMI QR Code application system.
6. The declaration of conformity shall take effect after the obligatory inspection applicant is
registered with the BSMI. The registration method is as follows:
(1) Visit the BSMI Operation System for Declaration of Conformity.
(2) After having uploaded the type test report number and relevant information about the obligatory
inspection applicant, the system will automatically generate a declaration of conformity. The whole
registration procedure is considered to be completed after the obligatory inspection applicant signed
the hard copy of the declaration of conformity printed by the system.
7. For products for which a Declaration of Conformity has been signed, if additional models or
specifications are added to the Product Type Classification Table, the applicant shall submit the
original Product Type Classification Table, the revised Product Type Classification Table, or
samples to the designated testing laboratory to apply for a change in the type test report. Based on
the total number of models or specifications for which type testing has already been applied, the test
items shall be selected in accordance with Section 4.(6).a, and the type test(s) specified in Section
4.(6).b shall additionally be performed. If the total number of models or specifications meets the
requirements of Section 4.(6).a and no additional test items are required, then only the Product Type
classification Table in the test report needs to be updated.
The obligatory inspection applicant shall update the declaration of conformity in the BSMI’s
Operation System for Declaration of Conformity. The change shall take effect only after it has been
made.
8. The obligatory inspection applicant shall retain the Declaration of Conformity and relevant
technical documents for an additional 5 years after the products are no longer manufactured or
imported.
9. The Declaration of Conformity shall be kept by the obligatory inspection applicant. If deemed
necessary, it shall be presented within 24 hours upon market checks conducted by the Inspection
Authority. The relevant technical documents shall be submitted to the Inspection Authority within
10 working days. |
