Content: 1. These Operation Directions are stipulated for the inspection of children's high chair by the Bureau 
of Standards, Metrology and Inspection (BSMI).

2. The inspection schemes for children's raincoats are Monitoring Inspection or Registration of 
Product Certification (RPC). For RPC, the procedure is a combination of type test (Module 2) and 
declaration of conformity to type (Module 3).

3. Inspection standards and inspection items:
(1) The commodity materials (appearance, heavy metals contents, formaldehyde release, 
plasticizers), construction, and stability shall be examined in accordance with CNS 15017. Besides, 
toys attached to high chairs shall also fulfill the related requirements specified in CNS 4797.
(2) The product information (Labeling in Chinese, precautions and instructions for use) shall be 
inspected in accordance with CNS15017, in traditional Chinese. Labeling in Chinese include the 
following information:
(a) Name of the product.
(b) Name, telephone number and address of the manufacturer (or its agent), the place of origin of 
the product; for imported products, the name, telephone number and address of the importer, its 
agent or distributor. OEM may list the subcontractor.
(c) Major material.
(d) Maximum dimensions (height x width x length).
(e)Year and month of manufacture or its lot number.
(f)Applicable age level.
(3) Commodity Inspection Mark: the Mark shall be affixed to the body of the product.

4. Monitoring Inspection:
(1) The applicant, when submitting inspection applications to the BSMI or its subsidiary branches 
(hereinafter referred to as the inspection authority), may purchase the Roman letter “C” Mark labels 
printed by the BSMI or apply for permission to self-print the commodity inspection mark. When 
making applications for self-printing the Commodity Inspection Mark, the obligatory inspection 
applicant shall submit the completed “Application Form of Self-Printing Commodity Inspection 
Mark” to the inspection authority and attach the monitoring inspection registration certificate to it. 
The Self-Printing Commodity Inspection Mark contains the Roman letter "M" and a designated 
code, which is the "monitoring inspection registration number." The Roman letter and the 
designated code shall be placed to the right of or below the graphic symbol of the Commodity 
Inspection Mark.
(2) When the obligatory inspection applicant applies for inspection of imported or domestically 
manufactured children’s high chair, the application shall be accompanied by the Chinese labeling, 
the inspection application form, and other relevant documents. The inspection application form shall 
be completed item by item according to the model, specification, or product barcode. The product 
name, model or specification, quantity, place of origin, Commodity Inspection Mark number, and 
date of manufacture (or lot number) of the children’s high chair must all be registered in the BSMI's 
computer system.
(3) When the obligatory inspection applicants have made applications for commodities of the same 
place of origin, same manufacturing premises, and same C.C.C. Code and these commodities 
comply with the requirements for 3 consecutive batches, they are entitled to the procedure of 
random-selected batch inspection at a sampling rate of 50%. When a further 5 consecutive batches 
sampled are confirmed to be in compliance with the inspection requirements and there are no 
violations within 1 year, the sampling rate will be reduced to 20%. The procedure of release after 
document examination shall apply to batches of commodities that are not sampled under 
random-selected batch inspection. The sampling rate shall be increased where necessary.
(4)For children’s high chair in batches selected for inspection, if the inspection application form 
contains three or fewer items, one unit from each item shall be randomly selected for inspection. For 
applications containing more than 3 items, an additional 2 items shall be sampled for every 
additional 3 items, with a maximum of 10 additional items sampled. The number of sampled items 
may be increased where necessary. When the obligatory inspection applicant applies for 
re-inspection, the inspection authority may reselect one unit from each of the previously sampled 
items.
(5) For batches of commodities that are randomly selected for inspection, the procedure of drawing 
samples may be exempted if all items listed in the inspection application form have obtained type 
test reports (of the same type and issued within 12 months) from the BSMI designated testing 
laboratories for children’s high chair, and the packaging, appearance, Commodity Inspection Mark, 
and Chinese labeling have passed on-site checks.
(6) The designated inspection authority or testing laboratories commissioned by the BSMI shall 
carry out the inspection of high chairs for children. The inspection shall be completed within 7 
working days after sampling.
(7) Products that do not comply with the inspection requirements shall be handled, in accordance 
with the Regulations Governing the Disposition of Commodities Failing Inspection, by return 
shipment, destruction, or submission of an improvement plan. Items that pass inspection may be 
released separately, while items that are uninspected or fail inspection shall be handled in 
accordance with the following provisions:
(a) Commodities that fail inspection and are to be returned or destroyed shall be processed in 
accordance with the Operation Procedures for the Return and Destruction of Commodities.
(b) Commodities that fail to comply with the inspection requirements and are to be re-submitted for 
inspection after taking corrective measures shall be applied for re-inspection to the BSMI by the 
applicant, by submitting:
-the Notice of Unsatisfactory Inspection Results;
-the import declaration (not required for domestically manufactured products);
-the validation certificate for the replaced parts; and
-the validation certificate (excluding appearance) for the unsampled items meeting the requirements 
set forth in Item (1) of the preceding point, together with the products of the items that were not 
sampled, and by filling out the re-inspection application form.
Where non-complying items are subject to partial destruction or return, and the unsampled items of 
the same batch are to be re-applied for inspection, the applicant shall submit to the BSMI a 
re-inspection application form together with:
-the Notice of Unsatisfactory Inspection Results;
-the import declaration (not required for domestically manufactured products); and
-an improvement plan for the non-complying items, including verification certificates (excluding 
appearance) showing that the unsampled items meet the requirements set forth in Item (1) of the 
preceding point.
Upon approval by the BSMI, the applicant shall apply to the original inspection authority for 
re-inspection by presenting the approval letter, the Notice of Unsatisfactory Inspection Results and 
record of rectification/destruction under official supervision.
(c) Where the products sampled are found not in compliance with the inspection requirements, 
subsequent products with the same place of origin, manufacturing premise and C.C.C. Code from 
the obligatory inspection applicant shall be inspected batch by batch. The simplified sampling 
procedures mentioned in Clause 4.(3)shall be applicable after 10 consecutive batches are inspected 
to be in compliance with the requirements.
(8) Where children's high chair compliant with requirements at inspection is found to be 
non-compliant with the inspection requirements during market surveillance, subsequent products 
from the obligatory inspection applicant shall be inspected batch by batch. The simplified sampling 
procedures mentioned in Clause 4.(3)shall be applicable after 10 consecutive batches are inspected 
to be in compliance with the requirements. In accordance with The Commodity Inspection Act, the 
inspection authority shall also request the obligatory inspection applicant to recall, correct, or take 
other necessary and appropriate measures for all children’s high chairs with the same type and 
specification within the same inspection batch.

5. Registration of Product Certification (RPC):
(1) Principles for type determination
(a) The same type: commodities that are of the same manufacturing premise and manufacturing 
country. 
(b) Main type: the most complicated function of the same type (e.g., equipped with cushions, height 
adjustment devices, etc.).
(c) Series of type: commodities other than the main type.
(2) To apply for the type test report, the applicant shall submit three copies of the following 
technical documents and testing samples to the BSMI-designated testing laboratory for children's 
high chair.
(a) Classification of types for children's high chair to be registered for certification (as attachment, 
including model, specification, material, function, construction and color).
(b) Colored photos of children’s high chair (including actual size; please provide 4" x 6" electronic 
files for product in front, back and side).
(c) Chinese labeling.
(d) Product information instructions (in accordance with the requirements of CNS 15017).
(e) Assembly diagram and a list of the parts and components of the product (including specification, 
size, material, etc.)
(f) Samples: At least one sample for each main type and series of type.
(3) Inspection items
(a) All main and series of type of commodities shall be inspected in accordance with Clause 3. If the 
product in series of type has any part having the same structure as that of the main type or another 
series of type, that part can be exempt from testing, provided that the applicant has submitted 
appropriate supporting documents.
(b) If changes are made to products of the main type or series of type, safety tests shall be conducted 
only for the changed components where it is deemed necessary to ensure their safety.
(4) Where a children’s high chair product has obtained the CNS Mark, and the CNS Mark 
Certification inspection report was issued within one year prior to the date of application for RPC, 
and is based on the same version of the announced inspection standard, such report may be used as a 
substitute for the type test report of a product with the same commodity name and model. However, 
one CNS Mark Certification inspection report may only be used to substitute for the type test report 
of one main type or one series of type.
(5) Type test fees: The fees will be collected in accordance with the rate specified by the inspection 
authority or designated testing laboratories.
(6) The applicant shall submit the following documents to the inspection authority when applying 
for the issuance of the RPC Certificate.
(a) Basic documents: The applicant shall download the electronic file from the BSMI website at 
http://www.bsmi.gov.tw, complete the required information therein, and save the file onto disks or 
other storage devices to serve as the basic documents for the RPC application.
(b) Conformity assessment documents: Including the type test report issued by a BSMI-designated 
testing laboratory for children’s high chairs, which shall include the documents specified in Items (b) 
through (e) of Clause 5(2), together with their electronic files; and a Declaration of Conformity to 
Type.
(c) Review period: 7 working days (excluding the time waiting for supporting document; an 
additional 7 working days after receipt of the samples in case sampling tests is required).
(7) Once obtained the RPC certificate, the applicant must print the Commodity Inspection Mark, the 
Roman letter "R" and the designated code which is the identification number on the RPC certificate.
