1. These Directions are hereby stipulated by the Bureau of Standards, Metrology and Inspection
(BSMI) for implementing the inspection of baby walking frames.
2. Scope of Inspection: baby walking frames.
3. Inspection Scheme: Type Approved Batch Inspection or Registration of Product Certification
(Module II-Type Test + Module III-Declaration of Conformity to Type) at the choice of the
applicant.
4. Inspection Standards:
(1) CNS 13035:2019 “Child use and care articles – Baby walking frames.”
(2) CNS 4797:2019 “Safety of toys (General requirements)”
(3) “Labeling Criteria for Baby walking Frames.”
5. Inspection Items:
(1) Materials: Items specified in Sections 4 of CNS 13035, including “Chemical properties,” and
“flammability.”
(2) Mechanical hazards: Items specified in Sections 5 of CNS 13035, including “general,”
“openings,” “edges, corners and projections,” “small parts,” “decals,” “cords, ribbons and parts used
as ties,” “rigid moving parts,” “seat,” “performance,” “folding and frame adjustment mechanisms,”
“static stability,” “prevention of falls down steps,” “dynamic stability,” “strength,” “parking
devices,” and “durability of decals and marking.”
(3) Packaging.
(4) Toys: Items specified in Appendix 2 to the “Directions Governing the Inspection of Toys.”
(5) Chinese Labeling: According to CNS 13035, and “Labeling Criteria for Baby walking Frames,”
label on the main body or in the user manual. The texts should primarily be in traditional Chinese.
(6) Commodity Inspection Mark: The Mark shall be printed by the obligatory inspection applicant
responsible for inspection application in accordance with the provisions of the "Regulations
Governing the Use of Commodity Inspection Mark" and displayed on a prominent place of the
product.
6. Relevant Requirements for Type Test:
(1) Principles of Type Determination
a. Same Type: baby walking frames of the same brand.
b. Main Type: In the same type, one construction from among "X Type," "Ring Type," "Adjustable
Height type," "Jumping Type," or "others" (as shown in Attachment 1) shall be selected as the main
type.
c. Series of Type: In the same type, those other than the main type shall be considered as series of
type.
(2) Locations for Performing Type Test: BSMI designated testing laboratories.
(3) Locations for Inspection: Taichung Branch of the BSMI.
(4) Type Test Items: Both the main type and series of types must undergo the testing specified in
Clause 5(2), 5(3) and 5(5). The accompanied toys, must undergo the testing specified in Clause
5(4).
(5) Type Testing Principles: one product from each main type and series of type shall be sampled
for inspection.
(6) The obligatory inspection applicant applying for type test shall submit three copies of the
following documents as well as product samples to the type testing locations for performing the test:
a. Type classification table.
b. Color photos of the baby walking frames (4x6 inch or larger-sized photos showing the front,
rear and side views of the product).
c. Catalog of baby walking frames.
d. Samples of the Chinese labels.
e. User's manual.
f. Product Information Description, including product structure diagrams and a list of components
(specifications, materials and the image or photo of parts).
g. Declaration of Validating Materials of Baby Walking Frames.
h. Samples: One piece of baby walking frame must be submitted. The type testing laboratories
may request additional test samples if necessary.
(7) Type Test Fees: The fees shall be collected in accordance with the fee schedule specified by the
designated testing laboratories.
7. Relevant Requirements for Type Approved Batch Inspection:
(1) The obligatory inspection applicant shall first obtain the type approval certificate and make
applications to the inspection authority for inspection before their products are transported out of the
production premises or imported. When applying for inspection, the month/year or week/year of
manufacture shall be filled in, and the Commodity Inspection Mark shall be printed on the
applicant’s own responsibility. The Commodity Inspection Mark consists of a diagram and an
identification number (including the letter “T” and a designated code). The identification number
shall be proximately below or to the right of the diagram. The products shall not be transported out
of the production premises until they pass inspection.
(2) The obligatory inspection applicant applying for type approval certificate shall submit to the
inspection authority the type test report, the required documents specified in Subparagraph 1,
Paragraph 1, Article 5 of the Regulations Governing Type Approval of Commodities, and the
required documents specified in Clause 6(6). The validity period of the Type Approval Certificate is
generally three years.
(3) The Review Period of Type Approval: 14 working days from the receipt of the application by
the inspection authority (not including the time for delivery of additional information or samples by
the applicant). Where additional samples are drawn, such period shall be extended to another 7
working days after receipt of the samples.
(4) Applications for the same batch of baby walking frames shall be of the same type and of the
same obligatory inspection applicant.
(5) The inspection authority shall confirm that the baby walking frames submitted for inspection are
listed in the Type Approval Certificate. For products included in the same application form, a
random batch sampling inspection will be conducted with a 20% probability. For the sampled batch,
one item will be randomly selected for inspection for every three listed on the same application
form (if fewer than three items are present, they will be treated as three; at least one item must be
selected and no more than five items can be selected). One product from each selected item will be
randomly sampled for inspection to verify the Chinese labeling and Commodity Inspection Mark. If
necessary, additional inspection items and sample quantities may be added.
(6) For the sampled products, the Taichung Branch of the BSMI shall perform inspection of
“static stability,” “prevention of falls down steps,” “dynamic stability,” “strength,” and “parking
devices,” in accordance with Clause 5(2).
(7) Inspection Period: 5 working days after the samples are delivered to the designated testing
laboratory.
(8) Where a re-inspection application is made for products previously failed, the non-compliant
items of which correction is made under surveillance are mandatory sampling items. The rest of the
items shall be inspected in accordance with paragraph (6). Batches not sampled shall be released
after document review and compliant batches may be released separately.
(9) Where the products sampled are found not in compliance with the inspection requirements,
subsequent baby walking frames from the same obligatory inspection applicant shall be inspected
by batch. The sampling rate will be resumed to 20% after compliance of 3 consecutive batches.
(10) The batches not sampled shall be released after document review by the inspection authority
which accepts the application.
(11) If there are changes to the scope of the products listed in the type approval certificate (e.g.
changes to the main type or series of type, inspection standards or inspection items) , the applicant
shall obtain a new type test report from the testing laboratory that issued the original report and
apply for a replacement certificate to the inspection authority.
8. Registration of Product Certification (RPC):
(1) Commodities that have been granted registration may be shipped out of the production premise,
or be imported.
(2) When applying for registration of product certification, the applicant shall submit the type test
report, the documents prescribed in Subparagraph 1, Paragraph 1, Article 4 of the Regulations
Governing Registration of Product Certification, conformity assessment documents (Declaration of
Conformity to Type), and documents prescribed in Clause 6(6) to the inspection authority.
(3) Registration of product certification review period: 14 working days from application to the
inspection authority (excluding the time waiting for supporting document or samples); an additional
7 working days after receipt of the samples in case sampling tests are required.
(4) Applicants granted RPC certificates shall print the Commodity Inspection Mark on their own
responsibility. The Commodity Inspection Mark consists of a diagram and an identification
number (a letter “R” and a designated code). The identification number shall be proximately below
or to the right of the diagram.
(5) If there are changes to the scope of the products listed in the RPC certificate (e.g. changes to the
main type or series of type, inspection standards or inspection items) , the applicant shall obtain a
new type test report from the testing laboratory that issued the original report and apply for a
replacement certificate to the inspection authority.
