1.This Criteria is stipulated pursuant to Article 12 of the Commodity Labeling Act.
2.For the purpose of this Criteria, the term "toys" denotes objects designed for children below the
age of 14 to play with, including dolls, building blocks, children's carts, hobby toys and
combination toys.
3.The label of toy goods shall include the following:
(1)Name of commodity;
(2)Commodities manufactured domestically, the name, address and service telephone number of the
manufacturer, contractor or distributor shall be labeled. Imported commodities, the name, address
and service telephone number of the importer or distributor and the foreign name of the foreign
manufacturer or foreign contractor shall be labeled;
(3)Place of origin;
(4)Major components/ingredients or materials;
(5)Applicable age;
(6)Methods of use or matters for caution;
(7)Warnings shall be labeled if hazards to the safety or health of users are apprehended;
(8)Special warnings shall be labeled if the toy that may easily cause any specific injury or with
acknowledged hazardous substances. Examples of special warning are shown in the table below:

(1)Warning: Dangerous; the steam is hazardous to human body; and (2)Warning: Poisonous. |

3. Toys with turpentine oil |
Warning: Dangerous; devouring this toy will cause death or injury. |

4. Toy fireworks |
Warning: Launching fireworks at human body or putting same in the pocket is prohibited. |
4.Labeling methods for toy goods are as the following:
(1)In principle, labelling in respect of toys offered for sale in the market shall appear on the toy per
se; provided that if labelling on the toy per se is unlikely, the labelling shall either appear on the
package or product literature or in such form that may be applied to the toy.
(2)Toys shall be labeled in clear, concise and legible letters or words or in pictorial form.
(3)The typeface used in a warning shall be of a different color that is easily distinguishable from the
background colors. The size of the word "warning" shall exceed 5mm×5mm, and the size of content
shall exceed 1.5mm×1.5mm.
5.The Criteria shall take effect on May 18, 2023.
