1. These Directions are hereby stipulated for implementing the inspection of polyvinyl chloride
floorcoverings.
2. Scope of inspection: Polyvinyl chloride floorcoverings of which the composition or material
includes polyvinyl chloride plastic and which are produced with new materials, and those produced
by recycled materials without bearing the labeling not intended for use in the care places for
children under the age of fourteen.
3. Inspection scheme: Declaration of Conformity (DoC).
4. The obligatory inspection applicant shall have the following documents in place when drafting
the declaration of conformity:
(1) Type Test Report.
(2) Type Classification Table.
(3) Color photos of polyvinyl chloride floorcoverings products (please attach an electronic file of
4x6 inch or larger-sized color photos of the product).
(4) Samples of the Chinese labels (including product ingredients or materials).
(5) Structure diagram of the product.
(6) Summary of manufacturing processes.
(7)Quality management measures of the manufacturing processes or relevant certification
documents.
5. Relevant requirements for the type test report in Clauses 4(1):
(1) An applicant shall make application to the locations for performing type test by submitting
product samples and documents specified in Clauses 5.(2)-5.(7).
(2) Principles of Type Determination
a. Plastic floor tiles of the same manufacturer, same type and same thickness are regarded as the
same type. For products of the same type, choose one as the main type. Listing of series of types is
not required.
b. A declaration of conformity is required for each type of polyvinyl chloride floorcoverings. No
declaration is required for series of types.
(3) Inspection standard: CNS 8906:2021 “Polyvinyl chloride floorcoverings.”
(4) Inspection items:
a.limitation of plasticizer content: the content of the following six phthalate plasticizers and their
mixtures shall not exceed 0.1 % (mass ratio) after being tested according to the requirements of
CNS 15138 or CNS 15138-1
(a)Bis(2-ethylhexyl)phthalate (DEHP)
(b)Dibutyl phthalate (DBP)
(c)Benzyl butyl phthalate (BBP)
(d)diisononyl phthalate (DINP)
(e)di-isodecyl phthalate (DIDP)
(f)Di-n-octylphthalate (DNOP)
b. Chinese Labeling:
(a)Requirements stated in Section 10 of CNS 8906 requirements: each minimum package shall be
labeled with the following items:
i. a symbol indicating the type of product.
ii. the name of the manufacturer or importer.
iii.date of manufacture.
iv.dimensions (thickness, width, length).
v.flame resistance labeling: non-film-like floor tiles and thin non-film-like floor tiles with flame
resistance function are required to bearing the labeling of "flame resistance."
vi.place of installation.
vii.If recycled materials are used, the proportion of recycled materials shall be indicated (according
to the provisions of CNS 14021).
(b)Requirements stated in Article 11 of the Commodity Inspection Act: the name of the product as
well as the name and adddress of the obligatory inspection applicant shall be labeled on the body,
packaging, stickers or user manuals of the product.
c.Commodity Inspection Mark: The mark shall be printed by the obligatory inspection applicant in
accordance with the provisions of the “Regulations Governing the Use of Commodity Inspection
Mark” and affixed to the prominent place of the body or the smallest package.of the product.
(5) Samples required: at least one piece
(6) Locations for Performing Type Test: BSMI designated testing laboratories.
(7)Type Test Fees: The fees shall be collected by the designated testing laboratories based on their
fee schedules.
6. The declaration of conformity shall take effect after the obligatory inspection applicant is
registered with the BSMI. The registration method is as follows:
(1) Visit the BSMI Operation System for Declaration of Conformity.
(2) After having uploaded the type test report number and relevant information about the obligatory
inspection applicant, the system will automatically generate a declaration of conformity. The whole
registration procedure is considered to be completed after the obligatory inspection applicant signed
the hard copy of the declaration of conformity printed by the system.
7. Commodity Inspection Mark:
(1) An applicant is permitted to print the Commodity Inspection Mark, which consists ofa diagram
and an identification number (including the letter 'D' and a designated code), on their own. The
identification number shall be proximately below or to the right of the diagram.

(2) Application for the designated code mentioned in the preceding paragraph can be made to the
BSMI or BSMI branches (hereinafter referred to as the inspection authority) in person, or through
the BSMI Operation System for Declaration of Conformity.
8.The obligatory inspection applicant must keep the Declaration of Conformity and relevant
technical documents for an additional 5 years after the products are no longer manufactured or
imported.
9. The Declaration of Conformity shall be kept by the obligatory inspection application. It shall be
presented within 24 hours upon market checks performed by the Inspection Authority. The relevant
technical documents shall be delivered to the Inspection Authority within 10 working days. |
