1. These Directions are instituted as to handle affairs relating to the inspection of children’s cots and
folding cots for domestic use.
2. Inspection Schemes: Type approved batch-by-batch inspection or registration of product
certification 【Type Inspection Module (Module II) with Declaration of Conformity to Type Module
(Module III) 】are both adopted.
3. Inspection Standard: CNS 11676 “Children’s Cots and Folding Cots for Domestic Use”.
4. Scope of Inspection: Children’s cots and folding cots for domestic use (referred as “cots” herein
after).
5. Inspected Items:
(1) Items for Quality:
a. Materials: Including Items such as “materials and surfaces” and “flammability of textiles,
coated textiles, and plastic coverings (only inspect the maximum rate of spread of flame)”.
b. Initial Stability.
c. Construction: Including Items such as “general”, “holes, gaps and openings on the inside of
the cot”, “head entrapment on the exterior of the cot” (which includes “completely bound
holes, gaps and opening”, and “partially bound, V shape and irregularly shaped holes, gaps
and opening”), “shear and squeeze points”, “snag points”, “locking systems”, “cot base”,
“sides and ends”, and “cot rim”.
d. Final stability.
e. Mattress size.
f. Instructions for use.
(2) Chinese labelling: Inspect the following Items in accordance with the “Standards for Marking
of Children’s Cots” and CNS 11676:
a. Items to be labelled is based on Paragraph 3 of “Labeling Criteria for Baby Cribs”.
Additionally, the “method of labeling” shall be conducted in accordance with Paragraph 4 of
“Labeling Criteria for Baby Cribs”.
b. Permanently Marking: All cots shall be permanently marked based on Section 11 of CNS
11676.
(3) Commodity Inspection Mark: The obligatory inspection applicant must be applied in a
prominent place on a commodity according to “Regulations Governing the Use of Commodity
Inspection Mark”.
6. Relevant Regulations Regarding Type Inspection
(1)Type classification: The cots classified “cots” and “folding cots” by construction.
(2) Principle for Determination of Type:
a. Same Type: It means the cots with the same construction as “cots” and “folding cots”.
b. Main Type: Of the cots of same type, those with the largest movable sides or the longest
internal lengths
c Series Type: Other commodities of same type except the main type, those with different side
construct, internal lengths, adjustable gaps of cot bases, materials of cot base or other
designing features.
(3) Type test place of inspection: The designated test laboratories recognized by BSMI.
(4) Type test of Inspection Items: Main commodities to be inspected the Items for Quality
(excluded materials and surfaces) and Chinese labelling. All series type commodities (different
“cots” and “folding cots” from main type) to be inspected onlythe parts which are different from
the main commodity. Commodities with different color may also be classified as same type
without duplicate inspection.. For any other differences of the designing features, the laboratories
designated by BSMI may determine the extra Items for inspection.
(5) The obligatory inspection applicant shall submit the electronic files of the following technical
documents and the test samples to the location for type inspection:
a. Commodity Type Classification Form .
b. Color photos of the cot (the color photos (4’’ x 6’’ or above) of the front, back and sides of
the cot shall be submitted).
c. Sample of the Chinese labelling.
d. Instructions for use.
e. Description of commodity information with the construction drawings and lists of parts
(which included specifications, materials and photos of each component).
f. Endose “Declaration of the Conformity of Quality Requirement of Material testing report
for Children’s Cots and Folding Cots for Domestic Use” to ensure “materials and surfaces”.
g. Samples: one sample of the main type cots shall be submitted. one sample of series type
with different side construction, internal lengths, adjustable gaps of cot bases, and the
materials of cot base comparing with main type shall be submitted. Inspection may be
required more samples if necessary
(6) Type test Fee: in accordance with fees charged by Designated test laboratories recognized by
BSMI.
7. Type approved batch-by-batch inspection
(1) Products should apply type approval first before batch inspection,, obligatory inspection
applicant should obtain product type approval, before products are shipped out of factory or
imported, file inspection applications to the Bureau of Standards, Metrology and Inspection
(BSMI) or its subsidiary branches (hereinafter referred to as the inspection authority).. When
applying for the inspection, the obligatory inspection applicant shall specify the date of
manufacture shall be listed in accordance with the regulations, and print the commodity
inspection mark. The commodity inspection mark shall consist of the image pattern and the
serial number (including the starting letter “T” and the designated code). The serial number shall
be placed right below or at the right side right next to the image pattern.

(Different letters and designated codes will be given to different manufacturers/ importers)
(2) When applying for a commodity type approval certificate, the obligatory inspection applicant
shall prepare the type inspection report, the technical documents specified in Subparagraph 5 of
the preceding Paragraph and Subparagraph 1 of Paragraph 1 of Article 5 of Regulations
Governing Type Approval of Commodities, and submit them to the inspection authority for
application to review.
(3) Review period for application of issuance for commodity type approval certificate: Fourteen
working days upon the inspection authority’s received the inspection application (excluding the
period of submitting additional information or samples), and for those applicable to sampling the
submitted samples, additional seven working days upon samples being delivered.
(4) Same batch inspection application of cots should be the same obligatory inspection applicant
in the same type.
(5) The inspection authority shall confirm that cot commodities have been registered in type
approval, one inspection application for cot commodities, they are entitled to the procedure of
random-selected batch inspection at a sampling rate of 20%., those not sampled will be in paper
reviewed. For each application, 1 item will be randomly sampled out of every 3 items, with a
minimum of 1 item and maximum of 5 items to be sampled. For each sampled item, 1 product
will be randomly selected for inspection against the requirements mentioned in Clause 5 and
examined for their Chinese labeling as well as the Commodity Inspection Mark. The total number
of items and samples selected for inspection may be increased, if necessary.
(6) Sampled children’s bedguards commodities will be inspected randomly selected two out of the
Items namely known as “initial stability”, “completely bound holes, gaps and opening”, “partially
bound, V shape and irregularly shaped holes, gaps and opening”, “snag Points”, “locking
systems”, and “instructions for use” based on the levels of risks, the 6th Branch of BSMI.
(7) Inspection period: Nine working days after the sampling.
(8) Commodities that have been approved for prior released by the inspection authority, the
obligatory inspection applicant, after having transported the commodities to the storage place,
shall inform the inspection authority to take samples and seal products, check the Commodity
Inspection Mark and Chinese labeling at the place of storage. The inspection authority shall
perform sampling in accordance with Article 12 of the Enforcement Rules of the Commodity
Inspection Act.
(9) The inspection authority shall issue a notice of unsatisfactory inspection results for
commodities that do not comply with requirements. The obligatory inspection applicant may
apply for re-inspection without any charge for one time within 15 days after receiving such notice.
For items that comply with the requirements may be released separately. Products that do not
comply with the requirements shall be processed in accordance with Regulations Governing
Disposition of Commodities Failing Inspection and Operation Procedures for Returning and
Destroying Commodity, to be specified as followings:
a. For commodities that do not comply with inspection requirements and are to be returned,
the obligatory inspection applicant shall report to the inspection authority and provide
export-related documents issued by the Customs, within three months after the commodities
are returned in order to close the case. The inspection authority will close the case after
crosschecking the on-line export information in the customs database.
b. For commodities that do not comply with inspection requirements and are to be destroyed,
the obligatory inspection applicant shall make application to the inspection authority by
presenting the notice of unsatisfactory inspection results, import declaration (not applicable
for domestically-manufactured products) and the destruction plan. The inspection authority
shall dispatch officers to monitor the execution of destruction plan.
c. For commodities that do not comply with inspection requirements and application for
re-inspection is to be made after taking rectification measures, the obligatory inspection
applicant shall apply to the BSMI by filling out the application form and presenting the notice
of unsatisfactory inspection results, import declaration (not applicable for domestically-
manufactured products), and verified improvement plan, together with products of items not
sampled.
d. For re-inspection cases mentioned in the preceding paragraphs, the items will be sampled at
a rate double of that specified in Clause 5. Products of items that are rectified under
surveillance shall be sampled and those complying with the requirements as a result of
re-inspection can be released separately. Products of items that still do not comply with the
requirements shall be returned or destroyed together with those not sampled.
(10) Where the products sampled are found not in compliance with the inspection requirements,
subsequent products with the same the obligatory inspection applicant shall inspected batch by
batch. The simplified sampling procedures mentioned in Clause 5.3 shall be applicable after 3
consecutive batches and over triple amount of products in non-complying batch are inspected to
be in compliance with the requirements.
(11) For those unsampled, the inspection authority that accepts the application for inspection shall
review the document to confirm the types.
(12) If the registered product scope of the product type approval certificate is subject to change
(for example, the changes of main type or series type, or the amendments of Inspection standards
or inspection items, etc.), the obligatory inspection applicant shall apply for the type test report to
the original designated laboratory that issued the new type test report, and apply to the inspection
authority for a new certificate.
8. Registration of Product Certification (RPC):
(1) Commodities that have been granted registration may be shipped out of the production
premise, or be imported.
(2) Application for registration of product certification: After applicant has applied for type test in
Clause 6, applicant submits hisa copy of the registration document of the company, business,
factory or other equivalent establishment registration documents of the applicant , the declaration
of conformity-to-type, the type-test report, relevant technical documents, a copy of quality
management system registration certificate and/or a copy of factory inspection report as required
by the appropriate modulesand other information or technical documents required by the BSMI in
Clause 6.4.
(3) Registration of product certification review period: fourteen working days from application to
inspection authorities(excluding the time waiting for supporting document); an additional seven
working days after receipt of the samples in case sampling tests is required .
(4) Once obtained the RPC certificate, the applicant must print the Commodity Inspection Mark
, the Roman letter "R" and the designated code, which is the identification number of the RPC
certificate.

(5) If the registered product scope of the registered product certificate is subject to change (for

the original designated laboratory that issued the new type test report, and apply to the inspection
