Chapter I General Principles
Article 1
These Regulations are based on the provisions of Article 56 of the Commodity Inspection Act (the
Act).
Article 2
The inspection authority mentioned in these Regulations refers to the Bureau of Standards,
Metrology and Inspection (the BSMI) of the Ministry of Economic Affairs, its branches, or agencies
entrusted, legal entities or organizations.
Article 3
The Inspection fees mentioned under these regulations are as follows :
1.Inspection fees;
2.Examination fees;
3.Assessment fees;
4.Registration fees;
5.Certificate fees;
6.On-site fees;
7.Testing fees; and
8.Service fees.
Fees shall be counted & collected in New Taiwan Dollars. The amount of mantissa less than one NT
dollar will not be counted.
Article 4
The fees mentioned in the subparagraphs 1) to 6) of the first paragraph of the preceding Article shall
not be collected for the following commodities:
1.Commodities that are to be used for rescue purpose, accompanied with proper documentation
from government authorities; or
2.Commodities that are to be used for salvaging purpose, accompanied with proper documentation
from government authorities.
Article 5
Accounting its inspection fees by foreign currency, will be lined with the tariff & customs office, to
set its foreign currency exchange rate per 10 days, and then converted into local NT dollars.
Article 6
An applicant shall submit foreign currency exchange certificates or other evidence along with the
inspection application in order for the inspection authority to calculate the relevant inspection fees
and rates. If such documents are not submitted along with the inspection application, an applicant is
required to do so within one month.
Article 7
The on-site fees shall be collected in accordance with the following rules for on-site activities
performed by personnel of the inspection authority, such as inspection, sampling, correction or
destruction of commodities under supervision, examination of inspection marks, on-site check,
export of commodities that are imported, sealing of commodities, transportation of commodities
under supervision, and other inspection-related business:
1.An NT$500 on-site fee for each person each time, for activities conducted domestically. If the
inspector cannot commute to the place of inspection and back within the same day or has to
commute between different branches, the on-site fees shall be collected in accordance with the
costs and expenses set forth in the “Operating Guidelines Governing Domestic Business Travel
Expenses;”
2.The on-site fee for one inspector shall be collected for each batch of commodity being inspected;
3.The on-site fee for one inspector shall be collected from the same applicant if batches of
commodities are stored at the same place and the on-site inspection is conducted at the same time;
4.The on-site fees shall be collected separately from the same applicant if the commodities are
stored in different places;
5.The on-site fees shall be collected separately for the same applicant if commodities are stored at
the same place but covered by different inspection applications. If on-site inspection is conducted
at the same time for these commodities, the on-site fees shall be collected for one inspector after a
declaration is made; or
6.The on-site fees shall be collected separately for different obligatory inspection applicants
regardless of whether the commodities are stored in the same place.
The inspection authority shall collect on-site fees based on the number of inspectors dispatched, if
there are large quantities of commodities and one inspector cannot complete the task in one day.
The inspection authority may not collect on-site fees for any personnel not related to the inspection.
If the inspection authority approves withdrawal of the on-site inspection application made by an
applicant, it shall return the on-site fees.
On-site fees shall not be collected if the inspection authority has offices stationed in the harbour
storehouses to accept inspection applications and conduct on-site activities.
Article 8
Upon request by an applicant, the inspection authority shall add up the collection of fees in
accordance with the following rules, if relevant activities are conducted over an extended time. This
does not apply to the acceptance of documents or those services announced by the BSMI to have
24-hour service available.
1.The extended operational hours during a weekday are from 6:00 AM to 8:30 AM or from 5:30
PM to 10:00 PM. An NT$400 fee for each batch of commodities shall be collected.
2.The extended operational hours during weekends and statutory holidays shall be from 6:00 a.m.
to 10:00 p.m. An NT$1,000 fee for each batch of commodities shall be collected.
3.A fee of NT$2,000 shall be collected for activities taking place outside the special operational
hours mentioned in the preceding items 1) and 2).
If the inspection authority approves withdrawal of applications for extended operation made by an
applicant, it shall return the extended operation fees.
If the same applicant applies for inspection of several batches of commodities and the related
inspection activities can be conducted at the same time, the inspection fees for the extended-time
operation shall be collected for one batch of commodities.
Article 9
The statutory fees shall be paid to the state exchequer designated by the inspection authority or the
BSMI.
If the statutory fees are overpaid due to computing mistakes or other reasons, an application for a
refund of overpayment can be made to the inspection authority. The application procedures shall be
prescribed by the BSMI.
Article 10
The examination fee of applications for exemption from inspection shall be NT$200 per application.
The examination fee of business enterprises approved by the competent authority for application for
an extended exemption of designated commodities shall be NT$3,000 per application.
Article 10-1
A fee at NT$100 shall be charged for actions concerning certificates, certificates of conformity and
notices, such as issuance of replacement certificates, copies of certificates or separation of
certificates, except for those specified otherwise in these Regulations.
A fee at NT$100 shall be charged each time for updating information upon request by the applicant
from on-line application, except for updating not attributable to the applicant.
Chapter II Fees for Batch-by-Batch Inspection and Monitoring Inspection
Article 11
The market price mentioned in Paragraph Two of Article 53 of the Act shall be prescribed by the
following methods:
1.For commodities to be imported or exported, the BSMI shall determine the market price by
referring to the declared import or export prices, the export prices certified by a designated
foreign exchange bank and the wholesale market prices;
2.For domestically manufactured commodities, the BSMI shall suggest proposed market prices by
referring to their wholesale market prices and obtain approval from the competent authority
before announcement. When prices are to be adjusted, the same procedure shall apply.
If a market price is not decided in accordance with the preceding paragraph to determine the
inspection fee, the inspection fee shall be calculated based on the following prices:
1.The FOB of commodities to be exported;
2.The CIF or prices without customs duties of commodities to be imported; or
3.The retail prices of domestically manufactured commodities, before tax.
The inspection fees for batch-by-batch inspection and monitoring inspection shall be collected in
accordance with the inspection fee rates and the minimum inspection fees as prescribed in Annex I,
based on the prices mentioned in the preceding two paragraphs.
Commodities that are to be imported in bulk, under the same shipment, item name, and with the
same specifications, that are not easily separated for sampling will be treated as one batch and the
fees will be collected accordingly.
Article 12
The certificate fee for the commodity inspection mark labels printed by the BSMI shall be collected
as follows:
1.NT$0.2 for every inspection mark label for general commodities; and
2.NT$5 for every inspection mark label for steel bars used in construction.

Article 14
The fees for type approval shall be collected as follows:
1.Examination fee:
(1) NT$3,500 for each type and NT$2,000 for each type in a series; and
(2) NT$2,000 for extension of each type approval certificate.
2.Certificate fee: NT$500 shall be collected for each new or replacement certificate.
Article 15
Manufacturers applying to the BSMI for assessment of their management system under monitoring
inspection in accordance with Article 33 of the Act shall be charged an assessment fee of NT$8,000
per day for each assessor. NT$4,000 will be charged for assessment conducted in less than four
hours.
Chapter III Fees for Registration of Product Certification and Declaration of Conformity
Article 16
The fees involved in registration of product certification are as follows:
1.Examination fee:
(1) Application fee: NT$5,000 for each type and NT$3,000 for each type in a series;
(2) Authorization of certificate: NT$500 for each certificate;
(3) Extension of certificate: NT$3,000 for each certificate;
(4) Review of application for recognition, extension of recognition or addition to the recognition
scope made by factory inspection bodies: NT$12,000 for each case;and
(5) Review of application for recognition, extension of recognition or addition to the recognition
scope made by quality management system certification bodies: NT$12,000 for each case; and
(6) Application fee for certificate of conformity: NT$5,000 for each application.
2.Registration fee: An annual fee shall be collected in accordance with Annex II.
3.Certificate fee:
(1) NT$10 for every inspection mark label for commodities subject to registration of product
certification scheme; and
(2) NT$500 for each new or replacement certificate and certificate of conformity, and NT$200 for
each new or replacement of authorized release notice, except for those not attibutable to the
application.
(3) NT$2000 for each new certificate and NT$500 for each replacement certificate issued to
recognized quality management system certification bodies.
4.Assessment fee: NT$8,000 per day for each assessor to conduct assessment, check or surveillance
of a factory, a factory inspection body and a quality management system certification body.
NT$4,000 will be charged for an assessment conducted in less than four hours.
5.Inspection fee: NT$ 2,000 for the inspection of each batch of sampled commodities for
prior-released commodities.
Article 17
An NT$1,000 registration fee shall be charged for applying for designated codes for declaration of
conformity.
Chapter IV Fees for Recognizing Designated Testing Laboratories and Management Systems
Certification
Article 18
The fees for recognizing designated testing laboratories shall be collected as follows:
1. Examination fee: NT$15,000 for each application.
2.Assessment fee: NT$8,000 per day for each assessor for assessment, second assessment, or
surveillance of the laboratory. NT$4,000 will be charged for assessment conducted in less than four
hours.
3.Certificate fee: NT$500 for each new or replacement of certificate.
The fees for registering a National Certification Body (NCB) and its associated CB Testing
Laboratories (CBTL) under the IEC under the Scheme of the IECEE (IEC System for Conformity
Testing and Certification of Electrical Equipment) shall be collected as follows:
1.NT$32,000 for each NCB.
2.NT$12.000 for each CBTL.
Article 19
The fees for management systems certification shall be collected as follows:
1.Examination fee: NT$10,000 for each application.
2.Assessment fee: NT$8,000 per day for each assessor for assessment, second assessment, or
surveillance. NT$4,000 will be charged for assessment conducted in less than four hours.
3.Registration fee: An annual fee of NT$12,000 shall be collected from each application.
4.Certificate fee: NT$2,000 for each new certificate and NT$500 for each replacement certificate.
Assessment fees shall not be collected for applications made via certification bodies that have
cooperative agreements on co-registration with the BSMI, and have been granted registration by the
BSMI.
Article 19-1
The fees for recognizing product certification bodies shall be collected as follows:
1.Examination fee: NT$25,000 for each application for recognition, extension of recognition or
addition to the recognition scope.
2.Assessment fee: NT$8,000 per day for each assessor to conduct assessment of product
certification bodies. NT$4,000 will be charged for assessment conducted in less than four hours.
3.Certificate fee: NT$500 for each new or replacement certificate.
Article 19-2
The fees involved in voluntary product certification shall be collected as follows, except for those
otherwise specified in these Regulations.
1. Examination fee:
(1) Application fee: NT$5,000 for each type and NT$3,000 for each type in a series;
(2) Extension of certificate: NT$3000 for each renewed certificate;
(3) Review of application for recognition, extension of recognition or addition to the recognition
scope made by factory inspection bodies: NT$12,000 for each case.
2. Registration fee: an annual fee shall be collected in accordance with Annex II.
3. Certificate fee: NT$500 for each new or replacement certificate.
4. Assessment fee: Assessment fee: NT$8,000 per day for each assessor for factory assessment,
check, surveillance or factory inspection. NT$4,000 will be charged for an assessment conducted in
less than four hours.
5. The fees for recognition of designated testing laboratories shall be applicable to recognizing
designated testing laboratories under this Article.

Article 19-5
The fees for renewable energy certification (REC) shall be collected as follows:
1. Examination fees: NT$3 per certificate for each REC application.
2. Service fees: NT$0.5 per certificate for each REC transferring.
3. Assessment fees: NT$8,000 per day for each assessor for assessment. NT$4,000 will be charged
for an assessment conducted in less than four hours.
Chapter V Other Inspection Statutory Fees
Article 20
The inspection fees for contracted inspection shall be charged based on the FOB price in accordance
with the following fee rates, unless other regulations apply:
1.FOB under US$10,000: a fee rate of 0.3%.
2.FOB more than US$10,000 and up to US$100,000: a fee rate of 0.1% for the amount over
US$10,000.
3.FOB more than US$100,000: a rate of 0.05% for the amount over US$100,000.
The inspection fees for each batch of commodities mentioned in the preceding items 1) to 3) shall
be charged at a minimum of NT$200.
The on-site fees shall be collected in accordance with Article 7 of these Regulations.
Article 20-1
The fees for contracted inspection of fishery products for export shall be collected as followings:
1. Examination fee: NT$600 for each application.
2. The on-site fees: charged in accordance with Article 7 of these Regulations.
Article 21
The fees for other testing or technical services shall be collected in accordance with the following
rules:
1.The fees for other testing or technical services shall be collected in accordance with the fee rates
set forth in Annex III. If the fee rate for a specific item is not available, the rate for similar items
shall apply.
2.If the testing requires a special pharmaceutical facility or large volumes of material, such as
water, electricity, gasoline or coal, additional fees shall be charged on a case-by-case basis
according the expenses for testing.
3.An extra 40% of the testing fee shall be collected to expedite an application.
4.If on-site sampling by an inspector is required, the on-site fees shall be collected in accordance
with Article 7 of these Regulations.
5.NT$100 shall be charged for each new or replacement testing report or technical service report.
6.A service fee of NT$50 shall be charged for each application.
If testing is unable to be conducted due to special circumstances, the fees set forth in the
subparagraphs 1 to 4 of the preceding paragraph shall be returned. If no testing is conducted, an
application for the return of the fees set forth in the preceding subparagraphs 1 to 4 of the preceding
paragraph may be submitted to the inspection authority. However, the service fee mentioned in
subparagraph 6 of the preceding paragraph are not refundable.
Article 21-1
For the application for importing undenatured ethyl alcohol for testing purposes, the examination
fee of NT$600 shall be collected for each application.
Article 22
The BSMI shall charge a business operator for related inspection, assessment, examination or
technical services to be conducted abroad in accordance with these Regulations. The fees shall be
collected based on the rates stipulated in the “Guidelines Governing Fees for Travelling Abroad”.

Article 24
These Regulations shall take effect from the date of promulgation.
Articles 16 of these Regulations amended and promulgated on November 14, 2017 shall become
effective on January 1, 2018.
Article 19-5 of these Regulations amended and promulgated on January 3, 2020 shall become
effective on a date to be further determined by the competent authority.
