1. These regulations were established for the inspection of children’s bicycle commodities.
2. The inspection of children’s bicycle commodities shall be conducted through two schemes, i.e.
monitoring inspection and registration of product certification [Type test module (Module 2) and
Declaration of Conformity to Type module (Module 3)].
3. Scheme of the monitoring inspection:
(1) The obligatory inspection applicant who adopts the scheme of the monitoring inspection shall
apply to the Bureau of Standards, Metrology and Inspection (BSMI) or its local office (hereinafter
referred to as the inspection authority) for purchase of the commodity inspection mark, which is
comprised of the alphabet “C” and a serial number. The commodity inspection mark shall be placed
in a conspicuous position near the logo on the top tube or the bottom tube of the bicycle frame.
(2) To apply for the inspection of children’s bicycle commodities imported or manufactured
domestically, the obligatory inspection applicant shall itemize commodities in the application based
on type number or specification, and enter the name, type number or specification, quantity, country,
and commodity inspection mark number into the BSMI computer system.
(3) If the commodities that are inspected batch by batch are found to be compliant with the
regulations for three successive batches, the commodities in future applications that are made from
the same country of origin by the same manufacturing factory or with the same brand and have the
same C.C.C. Code will be inspected by sampling the batches at 50%. The batches not drawn for
sampling shall be released after approval through document review. After adoption of the above
randomly selected batch inspection, if the commodities are found to be compliant with the
regulations for ten successive batches, the commodities in future applications will be inspected by
sampling the batches at 20%. The batches not drawn for sampling shall be released after approval
through document review.
(4) One bicycle shall be sampled from the item of the greatest quantity of bicycles in the inspection
application (or sampled at random if two or more items are equal in quantity) for the drawn batch of
children’s bicycles. The inspection period shall be seven working days after the sampling.
Inspection items for the commodity sampled are described as follows:
a. Key inspection items: The sampled commodity shall be inspected in compliance with the
requirements of the “Brakes”, “Chainguard”, “Stabilizers”, “Chinese Declaration Labeling” and
“Chinese Instructions” provided in CNS 14976 “Cycles-Safety Requirements for Bicycles for
Young Children” of the Chinese National Standards. The parts of the handlebars and saddle shall be
examined to check the content for six kinds of phthalate plasticisers (DBP, BBP, DEHP, DNOP,
DINP and DIDP) in accordance with CNS 15503 “General safety requirements for children’s
products” Section 4.5.1.
b. Monitoring inspection items: In addition to the key inspection items, one inspection items shall be
selected at random from “General Requirements”, “Handlebar Operation”, “Frame / Fork
Assembly”, “Front Fork”, “Wheels”, “Tires and Tubes”, “Pedals and Pedal / Crank Assembly“,
“Saddle” and “Drive System Static Load Test” provided in CNS 14976 “Cycles-Safety
Requirements for Bicycles for Young Children”.
(5) If the inspection result shows that a batch of sampled commodities is unsatisfactory, the
simplified sampling method specified in Paragraph (3) shall not be adopted unless these
commodities in future applications are inspected batch by batch and found to be compliant with the
regulations for three successive batches.
(6) A checklist that specifies the batches not drawn for inspection will be generated by a computer
system. The inspection authority shall inspect the commodity and then release the batches provided
that the commodity inspection mark and the specimen of the Chinese declaration label conform to
the regulations. A sampling inspection shall be conducted if necessary.
(7) The commodities that do not meet the requirements provided in the regulations shall be returned
or destroyed in compliance with the Regulations Governing Disposition of Commodities Failing
Inspection and the commodity return and destruction procedure. The re-inspection applicant shall be
processed in accordance with the following rules:
a. The obligatory inspection applicant shall return, destroy or improve under supervision the
unsatisfactory items of commodities (for example, by replacing some parts, destroying
unsatisfactory parts or modifying the Chinese declaration label, as the case may be), and apply for
re-inspection of the batches that have not been drawn for inspection or the children’s bicycle
commodities that have been improved under supervision. To apply for re-inspection, the obligatory
inspection applicant shall complete the Re-inspection Application to which the Unsatisfactory
Inspection Notice and the Import Declaration (which shall not be attached if the commodity is made
domestically) shall be attached and send it to the Bureau of Standards, Metrology and Inspection
(BSMI). After the application is approved by the BSMI, the obligatory inspection applicant, the
original inspection authority and the inspection unit designated by the BSMI will be informed in
writing of the approval. The obligatory inspection applicant shall prepare the Unsatisfactory
Inspection Notice, the commodity destruction / supervised improvement records (which shall not be
submitted if the commodity is returned) and a letter regarding the approval of re-inspection and
apply for re-inspection with the original inspection authority.
b. For the application for re-inspection of unsatisfactory commodities, one bicycle commodity shall
be sampled from the item of the largest quantity of bicycles and one bicycle commodity shall be
sampled from the item of the second largest quantity. Any and all improved items that were
determined to be unsatisfactory and have applied for re-inspection shall certainly be drawn for
sampling, and one bicycle commodity shall be sampled from the item of the second largest quantity
of bicycle commodities for re-inspection. Satisfactory items of the re-inspected commodities shall
be separated from unsatisfactory items and released immediately.
(8) If a commodity identical to the children’s bicycle commodities that have been inspected and
have proved to meet the requirements provided in the inspection regulations is sampled or
purchased from the market as a sample and found to be unsatisfactory after being inspected, the
simplified sampling method specified in Paragraph (3) shall not be adopted unless the commodities
in future applications are inspected and found to be compliant with the regulations for three
successive batches. The obligatory inspection applicant shall also be required to recall or correct all
the children’s bicycle commodities of the same type and same specification as that of the bicycle
commodities in the inspected batch within a given period of time in compliance with applicable
provisions of the Commodity Inspection Act.
4. Scheme of the registration of product certification:
(1) Establishment of type test principle:
a. Same type: Children’s bicycle commodities of the same brand
b. Main type: Children’s bicycle that has the most complicated functions (such as stabilizers,
gearshift function, shock-absorbing device, quickly detachable device, etc.) and the largest wheels,
selected as the main type among children’s bicycles of the same type
c. Series of the type: All types of children’s bicycle commodities, except the main type commodities
(2) To apply for a type test report, the type test applicant shall prepare three copies of each of the
following technical documents and the tested samples and file the type test application with a
designated children’s bicycle-related laboratory recognized by the BSMI.
a. Children’s Bicycle Commodity Types Classification Form for the Registration of Product
Certification
b. Category of children’s bicycle commodities (including type number, appearance and structure)
c. Color photos of children’s bicycle commodities (indicating actual size of the children’s bicycle
commodity; please submit 4” x 6” photos of the bicycle taken from the front, back, left, right and top.)
d. Commodity assembling drawing and a list of the parts and components of the commodity
(including specifications, size, materials, etc.)
e. Chinese instructions (in compliance with CNS 14976)
f. Specimen of the Chinese declaration label
g. Samples: For each main type of children’s bicycle and each series of the type, at least one bicycle
from each shall be provided as samples. The designated laboratory may ask for relevant samples for
confirmation if necessary.
(3) Inspection items:
a.Main type: The item shall be inspected in compliance with the “General Requirements”, “Brakes”,
“Handlebar Operation”, “Frame / Fork Assembly”, “Front Fork”, “Wheels”, “Tires and Tubes”,
“Pedals and Pedal / Crank Assembly”, “Saddle”, “Drive System Static Load Test”, “Chainguard”,
“Stabilizers”, “Chinese Declaration Labeling” and “Chinese Instructions” provided in CNS 14976
“Cycles-Safety Requirements for Bicycles for Young Children”. The parts of the handlebars and
saddle shall be examined to check “the content for six kinds of phthalate plasticisers (DBP, BBP,
DEHP, DNOP, DINP and DIDP)” in compliance with CNS 15503 “General safety requirements for
children’s products” Section 4.5.1.
b. Series of the type: The item shall be inspected in compliance with the “General Requirements”,
“Brakes”, “Frame / Fork Assembly”, “Handlebar Operation”, “Chainguard”, “Stabilizers”, “Chinese
Declaration Labeling” and “Chinese Instructions” provided in CNS 14976 “Cycles-Safety
Requirements for Bicycles for Young Children”. If the commodity in the series of the type has
any part that has the same structure as that of the main type or another series of the type, the part
shall be exempt from repeated inspection, provided that the applicant has submitted the appropriate
certifying documents.
c. If the commodity of the main type or series of the type changes, a necessary safety test shall be
conducted only for the changed components of the commodity.
(4) Type test fee: Such a test is subject to the test rates charged by the designated children’s
bicycle-related laboratory recognized by the BSMI.
(5) The inspection period for the type test shall be 14 working days after receipt of the samples.
(6) The applicant for the registration of product certification shall prepare the following documents
and apply for a certificate with the inspection authority.
a. Basic documents: Download the program for a single user from “Single Window / Application
Affairs / Commodity Inspection / Application for the Registration of Product Certification” at the
website of the BSMI (http://www.bsmi.gov.tw). Type in the required information and save the
completed document on a disc (or any other saving media), which is the basic document necessary
for the application for registration of product certification.
b. Conformity assessment documents: These documents shall consist of the type test report issued
by a designated children’s bicycle-related laboratory recognized by the BSMI (including the hard
copies and electronic files of the documents required by Subparagraph 1 to Subparagraph 6 of
Paragraph (2)) and the Declaration of Conformity to Type.
c. Inspection period: Seven working days (excluding the period of time when the application is
pending due to the need for supplementary documents) and another 14 working days if a test of the
samples is requested
(7) The obligatory inspection applicant who has completed the registration of product certification
shall print the commodity inspection mark, which is comprised of the alphabet “R” and the
designated code (which will be designated by the BSMI when the registration certificate is issued).
The commodity inspection mark shall be placed in a conspicuous position near the trademark on the
top tube or the bottom tube of the bicycle frame.
