Article 1
The Ministry of Economic Affairs (hereafter “this Ministry”), with the purpose of rewarding persons
who have made a special contribution in terms of economic affairs, has established these Regulations
in accordance with Article 9, Paragraph 1 of the Medal Award Act.
 
Article 2
Where any citizen of the Republic of China (hereafter “the ROC”), or any foreigner, meets any of the
following criteria, he or she may be awarded this Ministry’s Professional Medal (hereafter “this Medal”):
1.A person who has made an outstanding contribution in terms of helping the ROC government to formulate and/or
carry out economic and trade policy and boost the ROC’s international economic and trade position.
2.A person who has made an outstanding contribution in terms of boosting investment in the ROC or promoting
ROC industry upgrading.
3.A person who has made an outstanding contribution in terms of improving technology, business management, or
quality design.
4.A person who has made a special contribution in terms of leading industry and commerce associations.
5.A person who has made any other special contributions in terms of economic affairs.
 
Article 3
In cases where an application is made for this Medal to be presented to a staff member of this Ministry or
its subordinate agencies (organizations), there shall be a recommendation from the head of the agency
(organization) or director of the unit in which the person serves.
In cases where an application for this Medal to be awarded to an individual who is not a staff member of this
Ministry or its subordinate agencies (organizations), or who is a foreigner, there shall be a recommendation
from the competent agency or group related to the matter for which the application is being made.
The“recommendation”mentioned in the preceding two paragraphs shall be made out using the“Recommendation
Form for the Professional Medal from the Ministry of Economic Affairs,” with supporting documents attached.
For the specific format of the recommendation form, see Attachments 1 and 2.
 
Article 4
This Medal comes in three orders, First Order, Second Order, and Third Order. All are hung from a ribbon
that is attached to the lapel or other clothing over the chest. Except in cases of exceptionally special
contributions, first-time recipients shall receive a Third Order medal. Second-time recipients shall be
presented with a Second Order medal, and third-time recipients shall receive a First Order medal. More than
one grade of medal shall not be awarded for the same contribution. However, no restrictions pertaining to
order of medal awarded shall be applied to persons who are not civil servants of the ROC. Examples of this
Medal are shown in Attachment 3, along with explanatory remarks.
 
Article 5
A certificate of authenticity shall be issued along with this Medal, in the form indicated in Attachment 4.
 
Article 6
This Medal shall only be publicly presented in the Minister’s name after the application is reviewed and
approved by this Ministry  
 
Article 7
In cases where the recipient is deceased, the award may be received by his or her surviving spouse, or by
a relative --in order of precedence as stipulated in Article 1138 of the Civil Code.
 
Article 8
These Regulations shall take effect on the day they are published.
